“The contracts were not awarded by the NAF normal NAF contract award procedures enumerated earlier in this statement were not followed, no pricings were indicated as it was obvious they were blanked off before photocopying. Furthermore, I have not seen the items in NAF budget” Under cross-examination of PW1 by the Defence Counsel, the PW1 stated that he did not know whether Exhibits A2 emanated from the NAF or not. The items therein did not originate from the NAF Procurement Committee. The PW1 further stated thus: “I have serious misgivings as to the procurements in Exhibit A1 and A2 for the Air Force” The PW1 further stated that in the letters of award of contract there is a clause for the contractor to accept he contract. There was no letter of acceptance by the contractor. That he stand by his statement in Exhibit C.
